This is a vintage Captain Action figure, Dr. Evil. He is from the Captain Action Villain Series. Made by Playing Mantis in 1998. New , box does have some shelf wear. See pictures.. This set comes with Dr. Evil figure, Neutron laser, Alter ego mask, gold medallion and scandals. This is the last one in the series I have.
