This is a bamboo pen for Arabic calligraphy, which is rarely seen in Japan.
I bought it in the Middle East. I have several more at home, and since I don't need so many, I'm selling some.
The Arabic Calligraphy Association also sells bamboo pens, but they are quite expensive. Furthermore, you need to buy each one individually for each thickness. Also, you need to sharpen the tip of the bamboo pen with a knife.
This product is convenient because you only need one, and you can change the thickness by simply changing the nib.
It can be mainly used for Arabic calligraphy in Arabic, Persian, Ottoman Turkish, etc.
